Oversight Committee Members

Grant oversight is a core governance function of the Rwanda Country Coordinating Mechanism (CCM-RW). Its overall purpose is to ensure that grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) are implemented as planned, challenges, and bottlenecks are identified and resolved and verifiable results are achieved within agreed timelines.

Scope of oversight

The scope of the CCM-RW oversight functions begins with road mapping and meeting eligibility criteria for funding requests to the Global Fund, and extends to grant making, grant implementation, reviews & renewals, and grant closure. The CCM-RW ensures that grants are being implemented efficiently and effectively, and in the national interest, by delegating its oversight functions to its Oversight Committee. The Oversight Committee acts as an independent adviser to the CCM-RW with the objective of enhancing PR performance, especially with regards to grant implementation in the areas of finance, procurement and management.

The core principle of oversight is to ensure that resources financial and human are being used efficiently and effectively for the benefit of the country.” Since the CCM-RW is a national consensus decision-making body that represents national interests, it has the unique responsibility and authority to oversee the management of all Global Fund grants in the country while ensuring PR accountability and responsiveness to the needs of relevant constituencies. Oversight further ensures program coherence with existing national strategies and initiatives within the broader context of the country’s Results Based Financing Agreement

It typically focuses on several areas and addresses the following questions that are at the core of effective grant implementation:

  • Finance: Where is the money? Is it being disbursed and expended as planned? If there are issues, are these being addressed and resolved?
  • Procurement: Where are the drugs, medical supplies, and equipment? Is procurement and supply management effective and timely? Are products distributed effectively to SRs and sub-SRs? If there are issues, are these being addressed and resolved?
  • Implementation: Are activities on schedule? Are grants being implemented as planned? Are there implementation bottlenecks (e.g., in procurement or human resources)? If there are issues, are these being addressed and resolved?
  • Effectiveness of grant management by the PR: What is the hiring status of key PR managerial positions? What is the status of technical assistance to SRs or SSRs? Are there any critical PR– SR issues? What is the status of any PR conditions precedent and time-bound actions established by the Global Fund?
  • Reporting: Are reports being submitted accurately, completely, and on time? If not, are steps being taken to rectify the situation?
  • Technical assistance: What technical assistance is needed to resolve problems or to build capacity? What is the outcome of technical assistance?
