
Oversight Committee
The CCM Rwanda Oversight Committee is a specialized body responsible for monitoring the implementation of Global Fund grants and ensuring accountability in the use of health financing resources.
Mandate
The Oversight Committee operates independently from the Principal Recipients and conducts regular monitoring visits to grant implementation sites. Its mandate includes reviewing financial reports, assessing programmatic performance, and escalating issues to the full CCM when required.
Committee Members
Dr. Jean-Baptiste Mazimpaka — Chair
Provides strategic direction to the Oversight Committee and chairs quarterly oversight review meetings. Ensures findings are communicated to the CCM General Assembly.
Patrice Habinshuti — Vice Chair
Coordinates field monitoring visits and leads the preparation of oversight reports submitted to the Global Fund Portfolio Manager.
Dr. Aline Uwase — Technical Advisor
Provides technical expertise on HIV, TB, and Malaria programmatic indicators, helping the committee assess progress against treatment and prevention targets.
Solange Mukamana — Member
Represents civil society perspectives in oversight activities, with particular focus on community-level program delivery and key population services.
Robert Bayigamba — Member
Brings financial management expertise to the committee's fiduciary oversight function, reviewing financial statements and audit findings.
Independent oversight is a cornerstone of the Global Fund model — ensuring that every dollar invested in Rwanda's health programs is used effectively and transparently.
