
CCM Leadership
The Permanent Secretary of the Ministry of Health serves as the Chairperson of CCM Rwanda by virtue of office. The CCM is also supported by two Vice-Chairpersons representing different constituencies to ensure inclusive leadership and collaboration. One Vice-Chairperson is a representative from the Ministry of Finance and Economic Planning, while the other Vice-Chairperson is the Country Representative of the World Health Organization (WHO) in Rwanda.
STRUCTURE OF THE CCM

The CCM-RW has three permanent committees: The Executive, Oversight and Ethics Committees. The Chair of each committee shall be a member of CCM-RW.
Executive Committee
The Executive Committee is composed of the Chair, Two Vice chairs, Chair of the oversight committee and a representative from CSOs.
Oversight committee
Grant oversight is a key function of the Rwanda Country Coordinating Mechanism (CCM-RW). Its purpose is to ensure that Global Fund grants are implemented as planned, challenges and bottlenecks are identified and addressed, and results are achieved within agreed timelines.
The oversight committee provides CCM members with a strategic view of key
macro financial, programmatic and management aspects of grants along with actionable recommendations. The oversight committee is composed of CCM members and,
external technical experts that provide support on in different aspects in Global Fund grant oversight.
Ethics committee
Ethics Committee (EC) supports the CCM in its goal to coordinate national disease programs at country level, in support of ending the three diseases. The ethics committee leads the implementation and ongoing enforcement of the Code of Conduct for CCM Members - focusing on conflict of interest management, ethical decision-making and behaviors to support the four values of Duty of Care, Accountability, Integrity and Dignity & Respect.
CCM secretariat
Facilitates the work of the CCM by enabling effective governance practices using highly proficient technical skills.
